Windows 10: Bug in network and internet settings

On latest stable version of windows 11 I think there is a bug in network and internet settings under ethernet. I have there two ethernet networks. One is standard and connected to ISP and one is local private network with 169.254.0.1. I wanted to setup all two networks to private, but when I open second ethernet settings Windows started to change by itself on those two networks from private to public randomly without stopping. I could not do anything. I have four computers connected to those two routers. And have Norton 360 Deluxe. But I think the bug is in Microsoft account and synchronizatio
