Windows 10: Bug: In Windows 11, clicking "Up" in control panel brings up the Windows 10 Explorer...

In Windows 11, when I open "Control Panel" and then press the "Up" button, it shows the Windows 10 Explorer instead of the Windows 11 equivalent.OS version: Windows 11 22H2, Chinese Single-Language Home Edition 22621.900Steps to reproduce:1. Use WinKey + R to bring up the "Run" dialog.2. Type "control" to open the control panel.3. Click on the "Up" button Or press Alt + Up to go up one level.4. Now I can get a Windows 10 Explorer with the Ribbon UI, instead of the Windows 11 one with the tab bar and streamlined toolbar.Expected outcome:I should have got a Windows 11 style Explorer UI.

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK

Step 4: Create Control Panel shortcut on desktop.

• Right-click on desktop, click New, and then click Shortcut.
• In Type the location of the item box, type the following path.

• Click Next button.
• In the Type a name for this shortcut box, type Control Panel, and click Finish button. You can now double-click on the Control Panel icon on the desktop to quickly launch the same.

Step 5: Pin Control Panel to Start or taskbar.

  In the Start search box, type Control Panel.
  
• 
  When you see search results, right-click on Control Panel entry and then click Pin to Start to pin it to the Start menu or screen.
  

Note: Clicking Pin to taskbar will pin the Control Panel to taskbar.
