Windows 10: [BUG] RTL language Arabic on Notepad Windows 11 is broken when using emojis

As you can see in the test below, the Arabic letters in the first line are being displayed correctly, but in the second line if we begin with an emoji the letters become unconnected:In the same test, when switching from RTL to LTR, the issue gets resolved and it shows all the letters connected in a correct manner:However, using Notepad in LTR for Arabic is not a solution as the paragraphs will get jumbled together in longer sentences when combined with emojis, numbers, symbols, English letters and so on. Win10 – Language change Arabic to English

I just bought a 2nd hand laptop by occasion and it has only one problem: the Windows 10 was installed in Arabic language and I need it in English. I do not read/speak Arabic language.
I looked over many YouTube videos in Arabic and English language about how to change the language in Win10. Unfortunately my screens that I see in Arabic language do not match the screens seen in Arabic on YouTube videos/tutorials, so I cannot do a blind click-click and by chance to change it into English.
I can make print screens and then put them in USB stick and upload them here on EE from another PC – that I figure it out.
I do not want to reinstall Win10 from scratch, but of course that is the last option.
Below are the first steps which leaded me to, I hope, Language and Regional Settings in Win10, but where to click further and what to choose?
I really need your guidance in step by step with pictures where shall I click in order to install the English language.
A tutorial in English does not help. I need a tutorial (step by step) in Arabic with pictures.

 

RTL\LTR inverted since 1803 update. Arabic & English languages.

It's also not LTR in English (turns to Left)!

If I change language to English, layout comes RTL (which should be in Arabic)!

and in Arabic, It comes LTR (which should be in English).

I see my friends windows, at least it's LTR in English!

Display and typing ...etc. all settings is Arabic. but layout still LTR.

 

Arabic language support for Notepad (Windows 10)

Hello,

I am using Windows 10 currently. I have some old Notepad documents that have been created originally in Arabic language. I am unable to read the texts. The characters appear as "ÈÇÏÇ....." which is not Arabic.

I downloaded already the pack for the Arabic language in Windows 10. I can create and read Arabic documents with Word. However, I still can't read these Notepad files.

Your help will be very appreciated.
