Windows 10: Building a pc and wondering how much $$ to upgrade win 10 home to pro?

Background: I currently have legit Win 7 Home Premium and have seen the steps to get a free upgrade to Win 10 that I can download onto a USB stick. The home version, that is. I'm going to be building my first PC soon and I'd like to install Win 10 pro on it. I'm thinking the cheapest way is, rather than buy Win 10 pro anew, I could just install Win 10 Home using that USB I mentioned and then upgrade to Pro afterwards.

So, yeah, does anyone know approx how much that upgrade would be from the Microsoft store? (Assuming there's nothing wrong with my overall plan?) The relevant page on the microsoft store isn't accessible to me, I'm thinking because I'm on win 7 (or maybe don't have an account).

Can I upgrade OEM win 10 home to Pro and then transfer to a new build PC?

Hi, I bought a laptop 5 years ago which came with win 8.1 OEM installed. I did the free upgrade to win 10 home when this came available.

I have built my own PC with new components, but I'm aware that I can't transfer the win 10 home license as it is OEM and linked to the hardware of the old laptop.

What I was wondering, is if I upgrade the win 10 home to win 10 pro via the windows store on my old laptop, will this allow me to then transfer the win 10 pro license to my new build PC, or will this license continue to be linked solely to the existing laptop?

I think in one of the other PC with win 7 or win 8.1 I run media creators tools and in some step prompt/found graphics card not supported... for win 10. I didn't found alone reading specs of win 10, but the tool says me... after changed graphics card the tool said all OK and continued OK with upgrade... That I ask to reach this step in this current PC - win 7 - must be all OK for the upgrade? Or must continue to upgrade to show this?
