I dont have internet on this computer yet so i cant make a new pin I tried every thing on cmd but STILL WONT WORK

I can't activate Windows 11 from new built pc.

Recently, I have built a new pc and decided to use Windows 11 as the OS. Now I tried to reactivate windows 11 via the "I changed hardware via on this device recently" at the troubleshoot settings, but my new pc won't appear as a selectable device for windows reactivation. Only my old pc appears, which has windows 10, but I've heard that you could update windows 10 into 11, so I think the problem might be something else, or not. I have already linked both of my pcs into my administrator account, but still only my old pc appears. Please let me know if there is a solution to this problem. Thank you.
