Windows 10: Built a pc for kiddo with Win10, error OOBEIDPS

i have built a pc for my kiddo with win 10, purchased 10 pro and all. Install goes great until network section. Gives OOBEIDPS. I have attempted to click retry over and over again. I have attempted in migrating utilman.exe from my pc over to it and replacing the new one. i have hard booted the install at the "just a moment" screen. I have researched and tried everything i have seen. No luck. the pc will log in to account because its a local standard. unable to sign in to any microsoft accounts. unable to browse over 80% over internet. not sure where to go with this. im truly stumped. any help would be appreciated, thanks.

Settings can't be opened using the built-in administrator account

Unfortunately I have the same issue as Dabz from upgrading win7 to win10.
I've tried opening settings using all the suggested methods and it will not load using my account with Administrator access nor the built-in Administrator profile. I also tried other methods not listed such as using Run. Control panel is just a stepping stone to add users in Settings.
I'm also having explorer.exe issues, which I believe is preventing Settings from loading.
Using cmd (Admin) I successfully created a new user profile [and granted admin access also using cmd (Admin)], however win10 will not allow this account to log on. win10 does not list this new user within control panel but it does in the start menu. win10 will not allow to log in or switch to the new account via the start menu either.
I can access settings in Safe Mode but this will not allow me to create a new account.
Any help/suggestions will be greatly appreciated.

Network PC Win10 1903 issue Error Code 0x80070035

i followed these steps, but no matter what, i couldnt stop network list services.

"windows could not stop the network list service on local computer. error 1061: the service cannot accept control messages at this time".

also, which pc am i meant to be running this fix on? both PC's reported error 1061.
