    I got this problem when I open any icon in the taskbar

    Ahhh, gotcha. I had thought that the chrome taskbar icon lived in C:\Users\username\AppData\Roaming\Microsoft\Internet Explorer\Quick Launch\User Pinned\TaskBar this whole time. Never heard of this ImplicitAppShortcuts folder until now. That did the trick. Thanks for your help!
