Windows 10: "C:\Windows\System32\VCRUNTIME140_CLR0400.dll is either not designed to run on windows or...

When I open an application needing to go to a server, it has this exact text above in the title, VCRUNTIME140_CLR0400.dll is in the exact location, yet it still has an error, I am on Windows 7 Enterprise, while this could be the problem I have no understanding how to fix this, and if it was not the "Not designed to run on my windows software" and that it has an error, I have no clue how to fix this, I would like help, please.

When I try and open TurboTax and a few other programs I get the following message and the programs will not open -

C:\windows\system32\msvcr120_clr0400.dll is either not designed to run on windows or it contains an error. Error status 0cx000012f.

I have a Dell Inspiron 14 series 5447 running Windows 10.

I have removed all the Microsoft Visual C+++ Redistributable programs (from2005 until 2012) and then installed 2010, 2012 and 2015. I have tried many of the suggestions (scan files, etc) and nothing seems to work. Help please.

 

vcruntime140_clr0400.dll Errors

I have been having massive issues with many different programs not starting or even installing, including Discord, iCUE, certain games (Vermintide 2 is one example), and even the Windows Store app. On several occasions, I have gotten an error saying "vcruntime140_clr0400 is either not designed to run on Windows or it contains an error..." The first issue I noticed was that certain programs like Discord and Microsoft Teams simply wouldn't open. I was able to finally get them to work by finding their .exe's in either the App Data or Local App Data folders (I can't remember which). This happened sometime after a recent Windows update, but not immediately after. I do not have a restore point to revert to, as I have reinstalled Windows since then. Below are some of the steps I've taken to try and fix the issue.

• Reinstalled affected programs
  
• Ran both Restoro recovery tool and Malware Bytes
  
• Ran "sfc scannow" from the Command Prompt. I also did a similar process in another program that looked like the Command Prompt with a blue screen, but I can't remember the process. The log from one of these showed a few other .dll errors as well.
  
• Uninstalled/reinstalled all versions of Microsoft Visual C++ Redistributables
  
• Manually replaced the VCRUNTIME140_CLR0400.dll file. I also tried to unregister/register the file using "regsvr32" but got an error stating the entry point was not found
  
• Reinstalled Windows 10 but kept my files
  

Does anyone know how to resolve this issue? I'm considering reinstalling Windows again, but this time having it delete all files as well. Will this get rid of corrupted .dll files? Below are my PC specs, in case that is helpful.

msvcp100.dll and msvcr100.dll in C:\

Hello back TPU!

Yesterday I saw two files(msvcp100.dll and msvcr100.dll) in my C:\ disk folder. What does this mean? I know this two files should be in C:\Windows or C:\Windows\System32 or somewhere in C:\Windows but not in main disk folder. I deleted this files but files appeared again today. Is this a virus or maybe an application? How can I check this?
