Windows 10: C:\Windows\SysWOW64\ExMgr.exe Publisher could not be verified (Clean Install, Reboot)

"C:\Windows\SysWOW64\ExMgr.exe Publisher could not be verified" happening on a Clean Install, after Reboot.


I spent 4 days trying to get Win 10 to install on my Supermicro X10DRi. Finally, after a BIOS upgrade, I was able to install, but the system fought me at ever turn with boot loader errors and other issues.. I solved those finally and got Windows to boot.


I installed video drivers, sound drivers, chipset drivers all from their respective manufacturers.


Everything seemed to be going well, although slowly, because the motherboard takes 3 whole minutes to POST. But I finally got my base system config pretty well set, and I ran some benchmarks to test SSD drive speed and CineBench R15 to test graphics and CPU. I ran Windows Defender checks on all files before running them. All were clean.


In preparation to image my hard drive, I rebooted the system. When I did, this error now pops up.


I rebooted in Safe Mode after that, but didn't have any usable mouse, so could not do anything but hit Alt F4 to shut down, but didn't see any error there. Rebooted normal way and after about 30 seconds, the error appears again.


What broke and how can I fix it? It's been four days just to get to this point and now this!

C:\Windows\SysWOW64\HsMgr.exe "publisher not verified"

On Win 10 start-up, a box with the above filename appears, with the message: "
The publisher could not be verified. Are you sure you want to run this software? This file does not have a valid digital signature that verifies its publisher.
You should only run software from publishers you trust."

I notice in the forum that ...WOW64\winservices.exe had a virus. Is it safe to run HsMgr.exe? What am I missing if I don't? Thanks.

I suggest you to boot the computer in Clean Boot mode and check if the issue persists.
A clean boot is performed to start Windows by using a minimal set of drivers and startup programs. This helps eliminate software conflicts that occur when you install a program or an update or when you run a program in Windows 10, Windows 8.1, Windows
8, Windows 7, or Windows Vista. You may also troubleshoot or determine what conflict is causing the problem by performing a clean boot.

* Place the computer in a Clean Boot and check if the issue is occurring due to any third party programs.

Thanks for the response Dave. I ran the program and thought I was lucky when I found the Adobe Flash updater linked to that. I unchecked it and thought just to be safe, I'd keep looking down the list only to find many, many more including many what looked
like system files along with others. There are these that are checked also.

_Wow64 File not found: C:\WINDOWS\SysWOW64\Wow64.dll

_Wow64cpu File not found: C:\WINDOWS\SysWOW64\Wow64cpu.dll

_Wow64win File not found: C:\WINDOWS\SysWOW64\Wow64win.dll

_wowarmhw File not found: C:\WINDOWS\System32\wowarmhw.dll

_wowarmhw File not found: C:\WINDOWS\SysWOW64\wowarmhw.dll

There is one like this that looks valid- _Wow64cpu c:\windows\syswow64\wow64cpu.dll

With all of the ones I found, I hesitate to disable them without knowing what I'm doing. If an entry says "file not found" and is active, would it be safe to disable those?
