Windows 10: C1900101-40017 error

I would love to upgrade to Windows 10 from Windows 7 - microsoft keeps prompting me, I have failed every time, over about 6 months, to do this. Each time it is a error on second boot C1900101-40017


I have already tried all and every combination of the following:

Ensuring everything, including drivers are updated to the latest version

Unplugging everything except the monitors, mouse and keyboard including as a variant, disconnecting from the internet at well

Taking out all internal additional cards leaving only the video card

Checking device manager for errors none

Removing third party security software

Ensuring no hard drive errors with chkdsk none

Doing a clean restart into Windows with all non-microsoft services disabled

Repaired and restalled all system files using dism.exe clean-up image

Checking that there are no integrity violations using sfc none

fixing errors shown by dism scanhealth there were some but all fixed


Despite all of this, I still get installing failing with C1900101-40017 failing on second boot.


I cannot entirely wipe the hard drive and start from scratch as there are some legacy program I need to run where, sadly, I have lost the keys to reinstall and the original vendors cannot help.
