Windows 10: Camera blocked on Desktop Apps on Windows 11

Camera on Desktop Apps such as Google Chrome and Microsoft Edge is blocked, under Setting > Privacy & security > Camera, Let apps access your camera is enabled and enabled for all apps.I uninstalled then reinstalled the camera driver, I even used DroidCam webcam using Android phone as a WebCam still blocked on browsers, Camera works fine on the Camera App that's preinstalled with Windows, both DroidCam and Integrated Camera used to work without problems on Windows 10 and they both work on Ubuntu Linux running as dual bootI'm on a Lenovo ThinkPad L380, Windows 11 Pro Version 22H2

"Your camera and microphone are blocked"

Win 10 desktop, latest update (20H2 Build 19042.867, KB5000802), Logitech Webcam 510. This morning for a meeting, one I've had many times before, I got a "Your camera and microphone are blocked" with doxy.me. I could hear and see them, but not the reverse. Tried iPad (wi-fi) and other party said I was still blocked. In Opera browser (desktop), looking at the doxy.me screen under Settings > Privacy and Security, things look ok to me (see screenshot). In Windows Settings, it shows "Camera access for this device is on," as are "Allow apps to access your camera" and "Allow desktop apps to access your camera." Doxy.me is not in the list -- Zoom and Webex are -- but the instructions say some apps aren't listed.

Any ideas? I'm not sure where else to look? Could the latest Win 10 update have caused this, as it has other kinds of problems (not for me). I haven't had this problem before with joining many meetings using doxy, Zoom or Webex. Thanks,

Thank you Anthony. Just to clarify that I tried the suggestion you mentioned:

1. Go to a site that wants to use your microphone and camera.

When prompted, choose Allow or Block (this option is missing)

1. Under "Privacy and security," click Site settings.
2. Click Camera or Microphone.

Turn Ask before accessing on or off (when toggling this feature I still am not able to use the camera)

In the windows 10 settings I see some desk top apps that have camera permissions but Chrome is missing.

Success in resetting Store; that produced a download of the Windows camera, despite seeing error message again, download proceeded. Screen shows MS app for Windows camera and indicates downloaded. (Camera now listed in app list.) But when Launch was selected,
no action after screen with camera icon. Eventually message appeared " something went wrong: here is message code if needed: 0x400F4271>MediaCaptureFailedEvent>0xC00D3704. We seem to be moving ahead a step at a time. Next suggestion?
