Windows 10: Camera error camera starts but does not stay on

I am trying to use my camera on my dell laptop for Teams meetings and it does not turn on. When i go to settings there is an error picture of a square with a diagonal line through it and to the left of the square is and inverted equilateral triangle. I tried to copy the error image into this box but kept getting error I tried .Gif, .png and JPEG.

• To open up your webcam or camera, select the Start Windows logo Start button button, and then select Camera in the list of apps.
• If you want to use the camera within other apps, select the Start Windows logo Start button button, select Settings Gear-shaped Settings icon > Privacy > Camera, and then turn on Let apps use my camera. 
• From there, turn on each of the listed apps where you want to use the camera. Test your camera here

If you open the start menu and type in CAMERA and then the app comes back with the message "We can't find your camera" then you might need to check the driver that serves your camera device. Is your camera listed in the >settings > devices area?

settings to see if the camera access is turned on. Kindly follow the steps below to check the camera privacy settings:

• Press the Windows key + I to open the Settings app.
• Near the top of the Settings app window is the search box, kindly type the word "webcam" or "camera".
• From the list of results choose Camera privacy settings.
• Make sure that "Let apps use my camera" toggle is set to On.
