Windows 10: camera is Being blocked or used by another Application

Hello, I am using Windows 11 home on Hp victus my camera is giving me trouble it is saying it is being used or blocked by another application.what is the problem- Camera is not functioning properly - Not even in camera Application when opened the the flash light blips for a second then all black but no visual on screen- using camera in any applications it says camera is being used by another application blocked by any other application-what i did-uninstalled and installed driver -uninstall all the rougue apps -checked all the process --downloaded autorun and process explorer application but c

Windows Defender or another antivirus software will sometimes block a certain app or file from running or being installed. With this, you can check the
quarantine section of the antivirus program you are using to see which program is being blocked. To better assist you, we need the answers to the following questions:

• What is the exact error message did you receive after launching or running the app?
• Which antivirus program are you using?

In the meantime, we suggest disabling the Windows Defender SmartScreen and see if the app will run. To do this, simply follow the steps below:

• Type Windows Defender on the search box and click on the first option.
• On the left side of the window, click on the Window icon (App & browser control).
• On the SmartScreen for Windows
  Store apps column, select Off.

Camera blocked?

I need to use my laptop's camera (Windows 10) in the upcoming weeks, but it appears to be blocked by some other application. When I open the camera app, there is only a white crossed-out camera symbol on a grey background. The camera doesn't work with other
applications, e.g. Skype, either. I already tried the following things:

- changing the privacy settings (so that the camera is activated)

- installing the latest driver

- deleting all antivirus-softwares (which could possibly block the camera?)

- (rebooting the laptop)

Does anyone have an idea what else I could do? Or which application might block the camera?
