Can any oem/retail Windows 11 home or Pro and any Office version which buy outside Russia be installed and activated in Russia?

windows 11 pro oem to retail?

i purchased a prebuilt pc that came with a windows 10 pro oem license eligible for the windows 11 upgrade. i have since upgraded to the windows 11 pro oem version. my question is if i purchase a windows 11 pro retail license, can i change the installed version by changing the license info on the pc using the new retail license?

 

Where can I buy the full retail version of Windows 11 Pro?

I'm not able to find the full retail version of Windows 11 Pro. I can only find the OEM version, which I don't want. Microsoft's website only contains information about how to upgrade to Windows 11 or how to buy a new PC that comes with Windows 11.

At the moment as far as I can tell the only way is to buy Windows 10 Pro Full Retail and upgrade to 11 later, but this is sub-optimal. Can't I just buy Windows 11 directly, instead of upgrading from Windows 10?

I buy Windows 11 Retail, but after I put license key to my device. I check using command slmgr -dli or slmgr /dlv, after that that show OEM Channel. Is kind issue or what?
