Windows 10: Can I delete an account I lost access to?

I have an account organization that ive lost access to. I deleted my connection to this account from the authenticator app and I cant login without it asking me to input numbers sent to the authenticator. I want to permanently delete this account but I cant without logging in which I cant. Is there anyone that I can contact for I need help.

Deleting User Accounts

If you can access the admin account through safe mode then all you have to do to remove the other account passwords is go into User Accounts in the control panel and either delete the accounts or, I'm not sure, remove the account passwords.

I have an operating system with three accounts on it, 2 administrators and 1 limited
I need to delete one of the administrators but i have no access to the other
I can plug the hard drive into other computers to access it from there

Does anyone know how to delete an administrator account from another os on another partition (or using a live cd)?

I dont have access to the administrator account and i need to remove the other administrator account
