Windows 10: Can I do a Cloud Format and Reinstall without internet for the first part?

So,

I want to format my pc without internet so I can create a local account but at the same time i want to do a cloud install so i get a fresh version of windows. Idk if cloud is better than local, i kinda assume it is because my windows is so corrupted and glitchy part of me thinks the files on it are corrupt and they're the issue so a cloud download sounds better (idk).

But is it possible? Turn off internet -> Format and create a local account -> Turn on internet and cloud install?

Or is the order different and you need internet throughout the process?

How To Format A Write Protected Flash Memory ?

Run CMD


1. diskpart
2. list disk

Then in the 3º step, put the correct number of disk in the list for the usb flash (if it's listed in disk 3, then you'll have to write select disk 3).

2. select disk #
3. clean
4. create partition primary
5. select partition 1
6. active
7. format fs=fat32
8. assign
9. exit

with that commands you will format the flash drive in fat32, if you have a large drive you can select also "format fs=ntfs" in step 7.

Changing Time Format

There's a possibility that the set up time format in your computer Basic Input/Output System (BIOS) is military time. To have this checked, you can try to reset the time of your computer through Control Panel. See the steps below on how to do
so:

• Open Control Panel > Clock, Language, and Region >
  Change date, time, or number formats. This would open the
  Region window.
• From there, click on Additional settings at the bottom part. It will open the Customize Format.
• Click Reset; then, OK.

The steps should work; however, if not, we suggest that you contact manufacturer and have the BIOS time checked.

Try the following steps and check if it helps:

Step 1:

I suggest you reset the Windows Sockets and check.

Follow the below steps:

• Right click on the Start button and click
  Command Prompt (Admin).
• In the Command Prompt, type the following command, and then press
  ENTER:

netsh winsock reset

If the issue persists then follow the below step.

Step 2:

I suggest you reset the Windows firewall and check.

Follow the below steps:

• Right click on the Start button and click
  Command Prompt (Admin).
• In the Command Prompt, type the following command, and then press
  ENTER:

netsh firewall reset

If the issue persists then follow the below step.

Step 3:

I suggest you to disable proxy and check.

Follow the below steps:

• Press Windows + R keys from the keyboard.
• Type inetcpl.cpl and hit Enter.
• Click the Connections tab, and then click LAN settings.
• Uncheck mark the Use a proxy server for your LAN check box.
