Windows 10: Can I easily make my external hard drive always spin?

I have a cheap Toshiba external hard drive I use for server backups. It spins down after like 5 minutes of activity, and it's sort of annoying because it takes a good 3 seconds for it to spin back up when I try to read or write data to it. This is not a defect, the product is intended to work this way.

Is there a way I can make Windows always keep the drive spinning, or is it being controlled by the drive controller? I've turned off 'allow this device to be shut off to save power' in device manager for all the 'USB Mass Storage Device' things in there, and I can't find any settings about it in the actual driver for the disk. I'm wondering if there would be an easy way to make it always spin.

• Open your External Hard Drive file in File Explorer.
• Type the name of the file you want to search on the search box and click Enter.

The file will show up in Search Results and you will be able to move it to the correct folder.

Thanks for this. I've done what you suggested and been through all the steps mentioned in the article. The hard drive works fine on a Mac computer, and I've managed to copy the information on it. It must be a Surface issue so I'll try to get a chat line tomorrow.
