Windows 10: Can I permanently block Windows Update?

My computer is working just fine right now, but I was informed by WU that 24H2 is ready to install. Obviously I don't want this, I like having a machine that doesn't throw BSOD's all the time or get in an infinite install loop or be completely bricked. I've done the maximum 5-week delay and that ends in 2 weeks. I'd like to delay it indefinitely. If Microsoft aren't able to intelligently detect when an update is going badly, or completed but has caused instability, and automatically roll back without user intervention, then I don't want any part of it.

There are methods to permanently block upgrades. They don't stop the automatic Windows attempt to update or upgrade.

I have tried the Windows Blocker App, although it disables the services, it still updates!

In Group Policy it does if you have Pro. I have it Block as 16299 will not work properly on mine. Compulsory maybe, but I will NOT buy a new PC just to upgrade to a build full of features that I do not need or want. One could still get updates by using Windows Update Catalog. My God, there are users still on XP and MS wants to stop users on The CU? Seems quite odd that users on 10240 are still OK.
