Windows 10: Can I Reassign a key using MS Mouse and Keyboard Center, but for ALL applications

Microsoft Mouse and Keyboard Center states it is possible to customize your keys. However, it only allows you to do this for specific applications, and you have to add them all manually. I want to remap this key to the Windows key. I accidentally hit it all the time and have zero use for an open application key. When I go to remap the key this is what I see:There is the option only to disable it, or to adjust it for specific apps. Mouse and keyboard center

I downloaded the mouse and keyboard center to be able to reassign a key. I was told it only works with Windows 10 pro. Is there any other way to reassign a keyboard key without Windows pro?
