Windows 10: Can I reinstall on a bad upgrade with Media Creation Tool

I was given a nice Lenovo laptop after the death of the previous owner. The installation is not working well and has many things missing or not working correctly. The current Windows 10 has been activated after the previous upgrade from original Window 7 installation (Upgrade method unknown). My question is: Can I use the Media Creation tool to update/repair my current previously upgraded OS on this PC? I have upgraded other Win 7s via the Media Creation method in the past and all went well. Does anyone know if I can use the Media Creation to repair my current upgraded PC?

All help would be greatly appreciated!

The Windows Media Creation Tool allows you to download the Windows 10 ISO directly from Microsoft, without having a product key. You can use it to clean install or upgrade to Windows 10. It can also be use to download the different editions of Windows 10.

As for the build and version of your Windows 10, follow the steps below:

• Press Windows key + R on your keyboard to open up the run command prompt.
  
• Type winver into the run command text box and hit OK. You should now see a dialog screen revealing the OS build and registration information.
