Windows 10: Can I restore deleted files from reclying bin on another drive

So recently dome issue's came up and it les me to deleting my files and then I deleted them in the reclying bin, but I realized I wanted my Iles back and so I tried to use a data restore software I mean it did work but like I ran into a blue death error screen. Even restore points weren't working so I had no choice but to reinstall. Although I lost my original hard drive a while ago and had to buy another one to reinstall and when I did I kept my undelete files but the ones in the bin were gone. I'm trying to see if there's any other way to recover them

Winndows 10 delete multiple files or folders do not show in recycle bin

This happens when you permanently delete a file from your computer without sending it to the Recycle Bin by clicking the file and then pressing
Shift + Delete keys on the keyboard.

Try the steps and check whether this issue is happening with all folders in computer or particular folders to isolate the issue.

  Open the Desktop, right click on the empty area and click on
  New and then click on Folder.

  Now, new folder might have been created on your desktop.
  
• 
  Right click on your New folder (which you have created) and click on
  Delete.
  
• 
  Now, open the Recycle bin and check if you are able to see the folder which you have deleted.
  

You may disable the steps if you have enabled the option “Don’t move files to Recycle Bin. Remove files immediately when deleted” in Recycle bin folder.

  Open the Desktop, locate the Recycle bin, right click on it and select

  Select the drive on which you are facing this issue (like C:\ or D:\ or F:\ etc.)

To prevent your files from being deleted from the Recycle Bin, we suggest increasing the maximum file size your Recycle Bin can keep by following the steps below:

• Right click on the Recycle Bin icon.
• Under the Settings for selected location, select Custom size.
• Fill up the box for your allotted maximum file size for your Recycle Bin.

Restoring Many Files from Recycle Bin

I'm stuck here - need some help.

I have an external USB drive that I keep my music files on, and I decided I wanted to clean up the hundreds of systems files left behind from Mac OS X. They're everywhere on this USB drive and I wanted to remove them, since I work with hidden system files turned ON in Windows 10.

I searched for all of these hidden files, and sent them to the Recycle Bin. There are SO MANY files that it literally chokes the best Dell Precision towers I work with when you open the Recycle Bin. I wanted to check one last time before I empty the Recycle Bin and make sure there isn't something I want to actually keep.

But for some reason I can't seem to see these files in the Recycle Bin - it says "working on it" but nothing ever changes, even after hours of waiting. There is a green progress bar across the top, but it never ends and the files never appear listed in the window below.

At this point I'm stuck and I can't empty the Recycle Bin and I can't restore these files. I suspect there are SO MANY files that the system can't list them or restore them.

Any suggestions?
