Windows 10: can I run Windows 11 with no Internet connection?

Can I successfully run Windows 11 with no Internet connection?I am running a closed in-house Ethernet Network no Internet connection at a non-profit Food Pantry. Prior to this time there have been 3 Windows 10 PC's on this closed Network. We have recently had to replace one PC with a Windows 11 laptop. We find that it slows down greatly for no apparent reason. Often rebooting it speeds it back up, but then is slows down again over an hour or so of use.Any ideas of what is going on or how to remedy it?

and check if there's any changes. To run the
troubleshooter,
follow these steps:

    Internet Connections.
    
  • 
    Network Adapter.
    
  • 
    Incoming Connections.
    

If the issue persists, we suggest that you try to
renew
your
IP address. To do this, follow these steps:

  Open
  Command Prompt

  Administrator.

    Ipconfig/release
    and hit
    Enter.

    Ipconfig/renew
    and hit

I would suggest you to follow these steps and try to run the Internet connections troubleshooter:

• Press Windows key + X on the keyboard.
• Click on Control panel.
• Type “Troubleshooting” without quotes in the Control panel
  search box.
• Click on Troubleshooting and click on View all.
• Click on Internet Connections troubleshooter and follow the on-screen instructions.
