Windows 10: Can listen to, but cannot copy, one M4a file; it says I don't have the proper permissions....

I can play an audio file in Windows Media Player and other programs, but when I try to copy the file, it says I need administrator permissions. The 2017 thread at the link below seems to be my exact problem, but it never showed a resolution.I've tried changing permissions, signing in as admin, using Powershell with an Admin command prompt, etc. Nothing works. The option converting m4a files to wma files in windows 10 is disappeared

• What app are you using to convert the files?

I don't use any app to convert the files. I just copy the m4a files from my music folder. Then I paste the m4a files in my android phone drive that connected to my laptop. Then a windows pop-up that shows the option converting m4a files to wma files appears.
You can see the windows pop-up in below picture. Now the windows pop-up is disappeared.

I found this problem last week. However, I didn't convert m4a files to wma files since May, 2017.

• Were there any changes made to your device prior to the issue?

I updated windows several times prior to the issue.

• Have you done any troubleshooting steps so far?

I haven't done any troubleshooting steps.

 

User can't copy files from network share. Permission error.

Remove the group association from the users account and have the user log off. Add the group association back to the user account and have them log back in.

Test.

Double check if the user is a member of any other group with lower access level which might conflict with this shared folder/file. Edit if necessary

Test.

Are there issues transferring other files from the same folder. If not create a copy of the file. Purge all permissions and access rights from the copy.. recreate permissions from scratch and copy it over the original.

Java.nio.file - Copying files

You can't copy a folder, thats why it generates an exception (you are trying to copy a folder using a copy file function).
You probably need to list all the files inside that folder and copy one by one
