Windows 10: Can Malware/Trojan virus Access All User Data and Browser Info Across Different Windows...

If I create multiple Windows user accounts on my PC, and malware or a Trojan virus infects one of them, can a hacker access all user accounts, or only the one where the infection occurred? Also would the hacker be able to access browser history and cookies across multiple user accounts?
