Windows 10: Can no longer apply folder view options across folder types that are in Downloads

For the last couple months, my folder view options for folders in Downloads have been reset and any attempt to change them back for all folders of the same type results in reseting them again. For instance, I go into a folder, right click, remove grouping, then sort by filename. If I then go to Options > View > Apply to Folders > OK, everything resets back to being grouped. If I don't attempt to Apply to Folders, then the settings for that folder do not reset, but I then have to go to every single folder individually to set them all to what I want. This was not an issue until recently

It's not what you think, tools > folder options > view.
That's for existing folders only , i need to change the default view setting for when you create a new folder !

I already applied the Win7 Full Row Mod

 

View>list folder option doesn't stick to all folders


In a folder, when I do View>list and then in Options apply that to all folders, it often doesn't stick, i.e some sub folders under that folder show the details view. Any suggestions?

In fact it looks like all new folders are defaulting to details view.

I want DETAILS

When making new system ... it's a pain in ass changing always.
