Windows 10: can no longer resize windows since update

Hello. This is my first time asking a question.

My Windows 10 Home, version 1903, updated automatically on Sept. 29. Everything seems different, and I am gradually figuring it out. (Is there a tutorial anywhere?)

What really bothers me is that I can no longer resize windows, and that means I can't open have two windows open on my screen at the same time, to make direct comparisons. I can't grab hold of anything to drag the edge of the window with my mouse, and the icon at the top right (between the minimize and close icons) no longer seems to do anything.

moving and resizing

There may be several reasons why you are unable to resize or move applications after installing an update. To better assist you with your concern, we would like you to answer the questions below:

• Does it happen only on one application?
• Which application are you having issues resizing or moving?

In the meantime, we suggest you to run the Windows 10 troubleshooter. Kindly follow the steps below:

• Press Windows key +X, select
  Control panel
• Change the view by option on the top right to
  Large icons
• Click on troubleshooting and click on the
  view all option on the left panel
• Run the Windows Store apps troubleshooter

Windows 98 and ME no longer updatable...

Quite right, XP is still listed in technet. Win 98 unfortunately isn't. Windows 3.1 and 3.2 are listed though.

I suggest you to use the Photo Gallery and check if you are able to resize the photos.

Please follow the below steps.

  Open Photo Gallery
  
• 
  Navigate to the folder where the photos are.
  
• 
  Select the photos
  
• 
  Select the 'Edit' tab
  
• 
  Select Resize
