Windows 10: Can not change the Payment & Billing page

Discus and support Can not change the Payment & Billing page in Windows 10 Gaming to solve the problem; I am trying to return a program that I tried.     I am trying to return a program that I tried. When I sign into my Microsoft account there is no Payment & Billing choice.

    How to chance the payment to my cellphone bill?

    So I have no chance to change anything for paying by operator billing? My network is O² Germany...

    I can't buy from Ovi store from

    my Nokia E63.

    Today I updated in my Nokia E63 Ovi.

    Phone bill is not listed as payment method

    in Ovi in my phone. Just cards...

    I can't buy neither in ovi store which is in Nokia,

    nor in Nokia store, which I've installed in installations folder.

    I don't have master card or similar...

    What to do? How to use phone bill payment?

    I don't have other opportunities to pay, because

    I don't have cards.

    Phone bill is not listed as payment method in Ovi store and Nokia store.
