Windows 10: can not create new folders windows 10 home version 1909 installed on 11/8/2019 OS build...

can not create new folders windows 10 home version 1909 installed on 11/8/2019 OS build 18363.657 - significance is that not on right click not anywhere am I able to create a new folder, not even on my external hard drive and IT IS DRIVING ME CRAZY as quite significant in my work and life! Thanks in advance

After this update I can no longer open or access Google Chrome or anything I had saved or bookmarked, How in the world do I get it to open again, really hate to think that several years of info is gone, can someone please help me

Just did an update and at the end, found these messages:

Failed to install on 11/13/2019 – 0x60244022

So is the "fail" message number (0x60244022} a part of the update or just a code number for the failure of my first attempt? It is a bit confusing to me. I mean why does a failure need a number?
