Windows 10: Can not find partitions when reinstalling windows from USB

Im gonna cut this question a bit short. I reached a followup problem from an earlier thread without responds there for nearly a month, so ill try with a new subject... hope this is fine.

A person named Greg helped guide me to reinstall windows. But as I did this through the USB bootable media I could not find my partitions. It was just blank. So below is a chronological explanation of my issue:

So I tried following the guide and booted up from the USB with media on it. I clicked install and custom install and reached the window where I am supposed to see my partitions... But its empty, or at least is now... Let me explain.

When I first opened the window where it says "Where do you want to install Windows" it was blank, so I clicked Refresh - nothing happened. I clicked Load driver -> Browse and got 2 alternatives:
ESD-USB C:
Boot X:

I tried both of them, neither worked. So I clicked the <- button and got back to the "Where do you want to install Windows" window. And now I could see the partitions. So the guide said to delete all of them, so I clicked on the first partition and "delete" and then it said it could not find the partitions followed by the list of partitions disappearing. and now no matter what I do, I can not get the partitions to show up once again.

So what should I do if I can not find my drives?

Installing windows off of a USB stick

Step By Step from vista:
From admin cmd prompt

1. diskpart
1a. list disk
2. select disk 1 (replace 1 with your usb drive)
3. clean
4. create partition primary
5. select partition 1 (replace 1 with your usb drive)
6. active
7. format fs=fat32
8. assign
9. exit

Copy Windows Vista's DVD ROM content to the Flash Drive

xcopy d:\*.* /s/e/f e:\ (d being your vista cd and e being your usb stick)

And that's it, boot off your usb disk

 

W7 Hard drive partition issue

to get rid of that 100 meg windows partition that setup creates for you on a new install on a blank hdd:

- press shift+f10 when on the partition management screen in setup <-- this opens a command prompt
- diskpart <-- start the windows command line partition management tool
- list disk <--- list the installed hdds in this computer for the next step
- select disk 0 <- might have to replace 0 with the number of the correct disk
- clean <-- this will erase all data on the disk you selected one step up- dont use the wrong disk!
- create partition primary <- creates a primary partition taking up all space on the drive, adjust the command if necessary
- exit, exit to exit diskpart and the command prompt
- click refresh in partition manager and select your newly created partition and install to that

Do you know the technical part of it? How does the flipping of the removable happen? How can we partition a USB without using a 3rd party software? Can you suggest any programming language? and what algo should I use? thanks!
