Windows 10: Can not install new software on win server 2019

Help me! I can not run exe file to install new software. I tried some tips on YouTube and still not work. When I right click on the exe file. It do not show "Open", it show "1%*"%*. -->The picture show detail

Where can I obtain a list of all software that will be installed on a new server when we install Windows Server 2019 1809?

Only supported on Win10. Sorry, 8.1 users, only 4 years old, gotta go.

• Office 2019 will ship in H2 of 2018. Previews of the new apps and servers will start shipping in the second quarter of 2018.
• Office 2019 apps will be supported on:
  • Any supported Windows 10 SAC release
  • Windows 10 Enterprise LTSC 2018
  • The next LTSC release of Windows Server
• The Office 2019 client apps will be released with Click-to-Run installation technology only. We will not provide MSI as a deployment methodology for Office 2019 clients. We will continue to provide MSI for Office Server products.

 

Downgrading Win 10 Pro to Win 8.1 Pro and Win Server 2019 to Win Server 2012.

I need help with this topic. Is it possible to downgrade Win 10 Pro licence to Win 8.1 Pro and same thing for Win Server 2019 to Win Server 2012.
If it is possible can you give me the steps how to do it.
