Windows 10: can not run troubleshooter because not connected to the internet

last week my internet icon disappeared from the taskbar so i opened my browser to see if i could browse the internet and i could. so then i went to reset my windows 10 with a fresh install and it did not finish it because of a error, i then tried to install windows 10 using a USB devise and still nothing worked, then i tried to run troubleshooter and it said i can not run it because i was not connected to the internet. when i try and open internet and network setting it takes a while to open it. it does not show any connections so now i have tried everything to try and fix this problem and not

I would suggest you to follow these steps and try to run the Internet connections troubleshooter:

• Press Windows key + X on the keyboard.
• Click on Control panel.
• Type “Troubleshooting” without quotes in the Control panel
  search box.
• Click on Troubleshooting and click on View all.
• Click on Internet Connections troubleshooter and follow the on-screen instructions.
