Windows 10: Can NOT update to Windows 10 version 1709

I've been trying for a couple of weeks now, since I got the notification via regular windows update. ALWAYS getting a message, while pretty far along in the process, to the effect of "windows can not update/confgure- please retry". I've read a lot online and have run DISM, sfc, windows update troubleshooter, and finally got ALL to return "good" results. I then uninstalled any software or device so that everything in Device Manager is "clean", ie nothing out of the ordinary for a basic pc. I uninstalled my antivirus program and unplugged ALL usb plugs, and internet access from the machine. Also have a clean boot setup. Nevertheless, I STILL get the error message, whether doing the update via the windows update method OR via a USB stick.
Is there some other "log" I can capture and submit that can pinpoint this error, cause I truly can not think of anything else to uninstall or disable before trying the 1709 update again.

I've attached a couple of screenshots and a setupperrlog, which was from the Panther subfolder.
Any help would be appreciated.

Can Not Open Settings

Whenever I try to open Setting it pops up but does not load and then closes.

I am using version 1709 of windows 10

Brief Case

i am using Windows 10 Pro x64 bit 1709 build 16299.214.

in this version there are no Briefcase option in Context menu.

In previous old versions i can enable it and i can use it.

Now How can i Add Briefcase in Context menu in Windows 10 1709 build 16299.214 version.

enable the Feature in windows 10.

I've already repeatedly done all of the things you listed.
Anything in the log file that could be the culprit?

ATI Radeon HD 4300/4500 is no longer supported by Windows 10
My guess is that your EP43-UD3L (Socket 775) got killed as well shame its a great board i have the same MB stashed somewhere, but my guess is your ATI control center software is the culprit, try and uninstall it your prob using the beta driver that came out in 2015 but uninstall the ati control center reboot and let ms install its own driver then try again and hope the ms gods have not killed off the board for good

Ok, that's something to try. But why are both the mobo and graphics card working with the most recent 1703 version I'm using right now??

If it helps, I recently investigated this for a clean install of 1709 on a laptop with the ATI Mobility Radeon 4200. MS do have a driver available through windows update that works....
