Windows 10: Can not update windows 10 0x800704B8 - 0x3001A

Windows 10 1709 Update can not be installed - Error 0x800704B8 - 0x3001A

The Fall Creators Update (Version 1709) just fails to install. During the installation, after the second boot at 30% the PC just restarts and the old windows installation is restored.

I always get the same error message: 0x800704B8 - 0x3001A





As an information on my windows installation:

- I do not have installed any bloatware or shady programs

- I do not use any third party antivirus programs, only the built in windows defender

I tried at least 10 times to install this update and tried various things:

- Unplug all USB peripherie except mouse and keyboard

- Executed Windows Update Troubleshoot

- Repaired system files with 'SFC /SCANNOW'

- Fix Windows errors with 'Dism.exe /Online /Cleanup-Image /Restorehealth'

- Deleted Windows update folder

- Tried to update using a WIndows Installation USB drive with the latest ISO

- Tried installation with Clean Boot

I have no more ideas how to resolve this issue.
