You need to be more specific.

• What "Intel processor utility tool" and from what website did you obtain it?
• Is it "downloading" or "running"?
• What is the "device" that is said to be incompatible (include manufacturer and
  specific model)? What operating system (e.g., version of Windows), is installed on this "device," including architecture (32-bit or 64-bit)?
• What is the complete text of the error message?

 

Windows 11 and my processor question

MS did allow only a few handful of 7th gen Intel CPUs for Win11 but other 7th gen Intel and AMD Zen 1 CPUs remain incompatible or unsupported

while you could clean install Win11 on a PC that does not have the recommended specs, you may not be able to receive updates for Win11

so install Win11 at your own risk
