Windows 10: Can you help me with error 0x800F0922 in installation net framework 4.8 on Windows 10

Hello,I have problem with installation Net Framework 4.8 on Windows 10 Enterprise iot 2016 LTSB 1607, build 14393.2551. Installer return error 0x800F0922. Windows has integrated Net Framework 4.6. I try classic offline runtime installer, it show error 0x800F0922, next step manually installation Windows10.0-KB4486129-x64.cab, it same error. Web installer and developer pack have same problem, upgrade to latest Windows update for 1607 same problem. I try disable net frameworks in features and repeat every opinions of installations and it show same error.Repair tool for net framework show few er

I tried to install SQL Server Management Studio on windows 10 but need to install .net framework 3.5 and when i trying to install .net framework error code 0x800f0922 occurred.

I tried any tricks but I can't solve the problem.
