In Win11 there is no "corner overflow icons" option in any of the taskbar options.

This is not a helpful reply. Thank you for the effort, but the issue here is that

A) The taskbar used to be not visible even with autohide turned off.

B) Even with autohide turned on, it's still visible/accessible on top of full-screen applications when an always-on-top window is present.

This means that the taskbar interferes with normal operations of full screen or borderless window programs when any application is set to be always-on-top. As an example, I can't safely 'look down' in a first-person game without my mouse exiting the game
and hitting the taskbar.

Autohide does not fix this. Checking for updates does not fix this. The Creators Update might fix it, but that hasn't been released to everyone.

I suggest you to change the Screen Resolution and check if this helps. Follow the steps below to do the same:

• Press ‘Windows ’ key on the keyboard.
• In the search box, type Settings
  
• SelectSystem > Display > Advanced display settings.
• Under Resolution, select a new value. We suggest you stick with the resolution marked
  "(Recommended)”.

Also try locking and then unlocking the Taskbar and check if this helps. Follow the steps below:

• Right-click an empty space on the taskbar.
• If Lock the Taskbar has a check mark next to it, the taskbar is locked.
  
• If it does not have a check mark, click Lock the Taskbar.
