Windows 10: Can you please help? How can I set the Microsoft store setting to Kuwait?

I'm trying to buy gamepass in Xbox Microsoft store but the payment page is set automatically to US, which cannot be changed.All of my Microsoft accounts are already set to my region Kuwait in middle east, so none of them are incorrect. I am not able to figure out where the problem is. I have read several troubleshoot pages and watched video tutorials, but they are not helpful. Can you please help? How can I set the Microsoft store setting to Kuwait?thanks

1. Take Ownership of Program Files\WindowsApps

1. Open File Explorer and navigate to C:\Program Files.
   
2. Right-click on the WindowsApps folder and select Properties.
   
3. Go to the Security tab and click on the Advanced button.
   
4. Click on the Change link next to the owner field.
   
5. In the Enter the object name to select field, type your username or email (if using a Microsoft account) and click Check Names.
   
6. Click OK to close the dialog.
   
7. Check the box that says Replace owner on subcontainers and objects.
   
8. Click Apply and then OK to apply the changes. This process may take some time.
   

2. Remove the Microsoft Store
