Windows 10: Can you please help me I'm in recovery mode?

I'm in this screen that says:RecoveryYour pc/device needs to be preparedA required device isn't connected or can't be accessedError code:0Xc000000fYou'll need to use recovery tools. If you don't have any installation media like a USB device, contact your pc administrator or pc/device manufacturer I do not have an USB or a disk. I am trying to fix it but it's not working. I have an acer aspire 1.Please help me I'm really desperate. Thank you.

For thouse who CAN help...:I can't enter adb (device not recognized), can't flash using stock recovery (don't really know the steps and stuck at triage and dead android when in recovery),

 

Cannot Enter Safe Mode / Computer boots normally

I'm running Win 10 Pro 1903.

Here are the steps I have taken to get into safe mode: Start button, settings, update and security, recovery, advanced startup, troubleshoot, advanced options, startup settings, restart. The computer boots normally, not in safe mode. Any suggestions would be most helpful. Thanks in advance for your help and interest. .

• When you say "safe mode has limited options and they don't seem to work", are you able to boot the computer to the desktop in Safe mode?
  

If you are able to boot the computer in Safe mode, then proceed with the clean boot steps as suggested previously.

If you are still facing issues, then please reply with more information so that we can help you further.
