Windows 10: Cannot access Windows 10 Pro display settings!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

I need help accessing my display settings as for some reason when I select 'Display' in the settings window, it hangs for a second and then closes!I am logged in with a local account that has admin privileges, and have also logged in with my MS account, also with admin privileges. neither of these accounts will allow me to access my display settings!Strangly, I am able to access display settings when logged in with an alternative MS outlook user account that I use for random spammy type stuff. This account starts my desktop with the basic generic settings setup, where I have no applications in

Issues with the display of the Surface Pro 4 in Windows 10

Did you make any changes in the Display settings prior to this issue?

I suggest you to uninstall and reinstall the display drivers on the system from the manufacturing website and check if it helps to resolve the issue.

Steps to uninstall the Display Drivers.

• Press “Windows Logo” + “X” keys on the keyboard.
• Click on “Device Manager” from that list.
• Search for the Display driver from the device list, right click on it and then select “Uninstall”. On the un-installation window, if you have an option: “Delete the driver software for this device” you may select that
  and then remove the corrupted drivers from the computer.
• Follow the on-screen instructions to complete it and then restart the computer and install the latest driver from the manufacturer website.

access BIOS settings in Win 10

I have an 8-year old computer running Win 10. I need to access the BIOS settings. It used to be the holding down the F2 key during startup would bring up the BIOS screen in Windows computers. But this no longer works. A web article listed a complicated
series of steps leading to a reboot . . . but still no access to BIOS. Any suggestions?
