Windows 10: cannot add account to my profile at Microsoft Learn

On my Microsoft Learn Account Management page at learn.microsoft.com, it says "Linking a personal account will allow you to access your learning progress regardless of your employment status." I am trying to do this as it currently says "No linked accounts." Every time I click on +Add Account it takes me back to my Microsoft login. After I log in, it brings me back to the same Accounts Management page which still says "No linked accounts." This just kept going in an endless circle, so I submitted this issue as a question and followed the automated advice which said "If you are experiencing a

Since the Microsoft Account troubleshooter didn't work, we suggest that you create a new user profile. Once done, use the Microsoft account that you're having trouble with, and see if the issue persists. Check the steps in this

I was suggested with the below action - Which I contacted the Certificate Profile community.
Contact Microsoft Account support and recover the access of your Outlook MSA. Once recovered, check if there is an existing Learn Profile by logging into Learn with this Outlook account. If so, you can merge this Learn Profile into your @microsoft.com Learn Profile.
