Windows 10: Cannot boot, endless powering cycling

I built a new pc, worked great, I installed windows 11 and everything. The issue was I didn't have the partitions set as I wanted. I had to delete all he partitions even the one with the os and boot. Now my pc will just power on, then power off, then power on, then off endlessly. I cannot enter bios or boot from windows or USB. Need help.

Hello. Power off PC, Unplug the power cord. Unplug the USB disk. Open the PC unplug the hard drive. Plug PC back in Boot into BIOS With no HDD in PC. If it boots to BIOS then yey good. Change the boot order to 1.USB then save .Power off PC plug in hdd. Then plug in the USB boot disk and force the PC to boot from USB via F10 Or F8 how ever the manual says to boot from usb disk. once again try to install again if it lets you.

You may need to buy a dual USB HDD docking bay and use a diff computer to format the disk OR if you have 2nd PC you may need it to format the HDD SDD ect. Check MOBO manual to see if it requires SATA port 1 to boot from if it is not a SATA disk.

• Have you checked if the hard disk is set as first boot device in the BIOS?
• Which version of Windows is installed on the computer?
• What did the HP supported suggested you to fix the issue?
