Windows 10: Cannot change default app for .SVG files.

In windows 11, I cannot change the default app for .SVG files. I do not have this problem with any other file type i have come across yet. When I try right clicking and open with, I only have the option to open with "Just Once" there is NO "Always" option. File Properties does not have "CHANGE" buttonThe file type does NOT show up in the default apps settings page.I have edited the registry using this "HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\FileExts\.svg Delete the subkey named "UserChoice".I had tried changing and of the places I saw it mentioned n

Cannot change default app for .SVG file only

In Windows 11, I cannot change the default app for .SVG file BUT can change the default app for any other file type using any of: "right click file > Open With", or "Settings > Apps > Default Apps" or "File Properties using CHANGE button". BUT for .SVG file:
Open With only shows "Just Once" so there is no "Always" button likeis normally seen
File Properties does not have "CHANGE" button
Default Apps shows nothing meaning I type .svg in textbox at top, no default app shows (just blank area) so no way to change default

Again this only happens for SVG (.SVG) meaning I can easily change the default app for any other file extension.
For SVG, I can open with "Just Once" which is annoying and if just double click the .svg file, then it opens in Notepad (though notepad is NOT listed as the default app in Settings).

Above is running a local user account. It is a personal laptop and I am the only person using it.
If I sign in as the Admin account then I can change the default app for .SVG file by any method above, however, that does not let me change it in the local account.
