Windows 10: Cannot change input method IME from US keyboard

I'm having a really weird problem maybe a bug or crucial vulnerability from this morning on my Windows 10 machine. The problem is that: I can change/switch the input method by the shortcut key alt-shift as always from for my case the English US keyboard to the Google Japanese input tool keyboard and vice versa, showing the keyboard list on the right side of the screen you know... but the problem is **it actually does not change the input method**.For example, on the US keyboard a key is "`" while on the Google Japanese input tool keyboard the key is ":" . Language keyboard input doesn't equal output

Language input may vary depending on the Input method set on your keyboard settings. To sort your concern, we suggest that you check if the desired input is set correctly by following these steps:

• Type in Language and keyboard options on the search box.
• Select the desired language that you're trying to set up.
• Once you've selected the language, select Options.
• Under Keyboards, select Microsoft IME and click
  Options.
• Scroll down and select Open advanced settings.
• A window will pop up. Under General tab, click the drop-down arrow for
  Input method and select the desired input.
• Click OK.

Change MS-IME keyboard input

I have bought the Microsoft Ergonomic keyboard from Germany, and as a result, it is a German keyboard.

My Windows language is English and I have no problem with that, since I can set German keyboard as an input method. Japanese input (MS-IME) though uses an US layout keyboard whenever you input
something in Japanese. Basically, this is not a problem for users with a physical US keyboard layout, but it is if you have for example a German one... Is there any solution on this?

Adding Chinese Keyboard Input Method by Group Policy

Curiously enough, something related appears at the top of the list of Known Issues for Windows 10 1909:





It may just be a temporary problem until MS gets this fixed. I've seen similar problems with previous feature upgrades and the IME installer for various ideographic languages or related "character" sets.
