Windows 10: Cannot change permissions even though I'm the Admin

System Info: Every one of the Administrator permissions have been changed to "Special" and nothing else. Even when I'm logged into the Admin account already tried a new local admin account if there is a "shield" that needs clicked, then I can't get through without right-clicking and selecting "Open as Admin". But of course this doesn't work inside of the Permissions Folder. I'm pretty sure I got some kind of virus that did this or something. Any assistance would be greatly appreciated. 3. Click on "Manage another account" and then "Add a new user account".
   
4. Enter a username and password for the new user account and click "Create Account".
   

Step 2: Add the user account to the local Administrators group

1. Open the "Control Panel" and navigate to "Administrative Tools".
   
2. Click on "Computer Management".
   
3. In the left pane, click on "Local Users and Groups".
   
4. Click on "Groups" and then double-click on "Administrators".

Admin rights

Well now you see my issue. I am restarting explorer with admin permission, but nothing changes. It still says I need admin permission when I try to do anything with the files.
