Windows 10: Cannot connect Logitech Brio 4k Webcam to latest version of Windows

I have contacted Dell support about connecting my Logitech Brio web cam as well as Logitech. I have updated everything on my computer that I can and nothing seems to work. I have tried to follow the instructions provided by Microsoft and it was of no help. I am getting an error when the web cam is connected to any port on my Dell Precision Laptop. The web cam show up under USB Controllers instead of Imaging Devices in Device Manager. I have downloaded all of the latest drivers from Logitech's website, when I right click the device that shows up unknown to search for drivers I get the error message below. Logitech suggested that I could roll back to an older version on Windows to get the camera to work again, but I wanted to reach out here before I did.

If so, how well does Windows Hello facial recognition work with it for you?

My old Creative/Intel Realsense F200 webcam died on me, and was looking at this one for a replacement.

Hello, the latest update to the Windows Creator program has broken my Logitech Brio 4k camera and installing either the Logitech drivers, or going into my device manager, selecting the drivers, and using the standard Windows USB drivers does not work (like
so many places are suggesting)

I will get this error when selecting any driver for the camera:

"The Device cannot start. (code 10)"

This error is given to me with the generic and specific Logitech drivers.

Now, originally I figured I'd ask over on the Logitech forums, but I have an account and there's some weird random error where it recognizes my credentials and acts like I'm logged into my account, and then makes me do it over and over again, so I can't
literally ask the question on their forum. (never had a problem before and I am not getting any password or account errors, just stuck in a loop of logging in. I can still look at my full profile and make changes to it)
