Windows 10: Cannot create new folders almost

Hello! I recently discovered that I cannot make new folders using File Explorer anywhere, and in some locations like in any subdirectories in C:\Program Files I cannot make new files at all.My testing has shown an exception: I can make new folders using Command Prompt, and I can make new files by saving within programs. All of the methods to make new folders in File Explorer do not work.For documentation purposes I'm just using my D:\ to demonstrate.First: neither of the Create a New Folder buttons work.Second: The contextual menu specifically excludes making a new folder.My permissions shou

It's working for me. But my new folder option is not working anywhere not in desktop as well as not in file explorer. Whenever I am placing my cursor on new folder option, its first spinning for few seconds then goes to close the file
explorer and refresh the desktop once.
