Windows 10: Cannot customize folder icons

Firstly, I am sorry if this was posted before, I saw many similar, but I could not find the solution.So, I am downloading icons .ico and I am trying to customize my icons Windows 11, but the same was happening since Windows 10. When I go to the properties of the folter, there is the tab, everything looks normal, I do it, all okay, but when I apply-accept it, the icon doesn't change. I tried ticking all the permissions, still nothing. If I change it to the windows-offered icons, it changes. This only occurs with my downloaded icnos. Tried downloading icons from different sites, sizes, etc. an

I want to change a few folders icons and fix the icon to the folder so if its moved to other computers the icon wont change is there any way of doing this thanks,

thanks, well i know how to change a folder icon i just want to know a way i can make it stick permanently so i can more it with out the folder converting back to the default icon.
