Windows 10: Cannot delete a file even thought I'm the owner

I cannot seem to delete a file even though I am and have done multiple times the owner. I cannot give myself special permissions to delete the file. And now I can't do anything to the file, but I want it gone.

Denied access to a file despite being listed as the owner

I tried to reinstall Origin, and this particular program, and it seems some others on the computer do not allow access at all, either to run or delete. It says access is denied or that permission will be needed. I go into the advanced settings to change
the owner (as elswhere the troubleshooters suggested) and I see that Administrators is already listed as the owner. It's as though the administrator does not even have access to the file. This appears to apply to the entire folder. How can I change the
permission to the file(s) so I can delete/reinstall?

 

Unable, as owner, to delete music files in Windows 10

I transferred my documents from my old Dell to my new HP with Windows 10. I am trying to get rid of the files I don't need, but there are certain folders in my MUSIC FOLDER that I can't delete. It says "You require permission from Desktop-J63MM1J\DebyS to
make changes to this folder".

I have gone into security and made sure that I am listed as the owner with full permissions, and I am. I have read many threads and tried every thing suggested, nothing works. I'm not sure what else to do.
