Windows 10: Cannot download Dolby Atmos or DTX from Windows Store , stuck on acquiring license

I just reinstalled Windows 11 on a new gaming PC and now when I goto the store install Dolby Atmos and DTS for my surround sound system, it will not let me download, says error and it's stuck on acquiring license before it times out. I've searched on here and I see I'm not the only one. I've done many of the things like logging out and back in, running file scans etc etc, been at this for an entire day and nothing seems to work.

I have a paid copy of Dolby Atmos/Access, it will not download on my Surface pro 5

It is stuck on Acquiring License

This has persisted beyond the device being re-imaged so it is not an OS issue it seems.

 

Dolby Atmos

We would like to confirm if you have check if you Dolby Atmos can be dectect by your computer?

We suggest that you check if its being detected by following these steps:

• At the bottom right side of your screen, where the Time and date can also be located, look for the
  sound icon.
• Right click on the sound icon, a smaill window will pop up with the Sound
  menus.
• Click on the Playback Devices.
• The Sound window will appear with the Playback
  tab.
• Look for Dolby Atmos to make sure that it is properly installed.

If its not on the list in Playback Devices, kindly check if its listed in Device Manager by:

• From the Start menu, type in Device Manager, then
  Enter.
• Then click the Sound, video and game controllers driver.
• Look for Dolby Atmos, then right click on it, then click
  Unintall.
• Once done, remove your Dolby Atmos device and restart you computer.
  

After your computer has restarted and your are in the Desktop screen of your computer, connect your Dolby Atmos device. It should automatically be installed in your computer by giving you prompts. Once successfully installed, kindly check if it is detected
now by you computer in Playback Devices.

Dolby Atmos won't install

I have downloaded the Dolby Access app through Windows Store, I have gone through the "getting Dolby Atmos" prompts through the app, I opted to go with the 30 day trial and it appeared to be installing Dolby while a loading spinner ran over the trial option.
Afterwards it prompted me to begin setup of Dolby Atmos by going to my device properties -> Spatial Sound -> Dolby Atmos...however the option "Dolby Atmos" is not there.

I figured maybe I just need to restart my computer to finish the install but even after restarting I still only see the option "off" under the Spatial Sound tab. There does not seem to be anyway to attempt to re-install the software as there is no program
listed for Dolby Atmos in my Programs list and the Dolby Access app seems to believe it is installed on my computer.

How can I go about fixing this issue?
