Windows 10: Cannot download files with an EXE extension

    This all started when I went to install Visual Studio 2019. I removed Visual Studio 2017, and cleaned out the folders left behind. When I went to install it, I could not download it with Chrome with Chrome reporting it as being blocked. I do not have "Safe Browsing" enabled.


    Do I downloaded the installer with Edge, but could not run the file, no matter how I tried Open, Double-click, Run as Administrator. Nothing happened. Nothing. Nothing in the system event logs to indicate an error had happened either.


    The Edge got updated to the latest Chrome based version and now it will not download any EXE files either, claiming they are blocked, just like Chrome.


    Removed Chrome and Edge from the system Windows 10 Pro. Physically removed the folders and files associated with both programs. Reinstalled Chrome and got the same problem and then Edge as well. Both block the download of EXE files.


    I tried to resolve this with the Visual Studio Group, asking what dependencies the installer needs that may be causing it to be blocked. I have altered the default security and access permissions of the system, but have not deliberately blocked any EXE files from being downloaded.


    Any and all suggestions would be welcome. I am on a deadline and am stuck not being able to download and install Visual Studio 2019. Yes, I should not have removed VS2017 before installing 2019, but it never occurred to me this type of problem would happen.


    I am confident this is some type of setting issue, but I have no idea where to start.
